Your immediate attention is requested regarding the information provided by you regarding the promotion from PST to EST, EST to SST, and Ministerial Cadre staff.
Following discussions held today, 21-06-2024, with senior officials of the School Education Department, it has been noted with concern that many CEOs have submitted incomplete and inaccurate information. High officials have directed that explanations be sought from those responsible for failing to provide complete information, as well as from those who have not yet notified the seniority list for promotion cases and the dates of DPC meetings have not been finalized. Separate explanation letters will be issued to the responsible officers.
You are further instructed to compile the required information and figures in the specified format for submission to higher authorities by 26-06-2024 at 09:00 AM. Complete information must be submitted by 25-06-2024 at 04:00 PM. In case of non-compliance, the respective CEO must appear in person with the required information on 26-06-2024 at 08:45 AM, failing which the matter will be reported to the School Education Department for strict action against the responsible officer.

Additional Observations:
It has been noted that several CEOs have reported that seniority lists have not been notified, which is deemed insufficient and unacceptable. These CEOs are directed to justify notifying the seniority list. If seniority matters are sub judice, copies of the writ petition, replies, and detailed court proceedings, including interim and final decisions, must be provided.
There are pending cases of proforma promotions in districts that have not been adequately reported by CEOs. CEOs are instructed to review records and provide accurate figures of pending proforma promotion cases. It is known to the School Education Department that some of these cases are under trial in the Punjab Service Tribunal or other courts, contrary to the reported ‘Nil’ status. Action will be taken against those providing incorrect information.
You are personally responsible for ensuring accurate information is provided after thorough scrutiny of the records of District Education Officers and your own office. Failure to comply will result in strict action against the responsible officer.
